I am not sure what a blasing cap is, or how it would find it's way to the side of a highway...but this is a new one.
1950's Era Blasting Cap Closes Highway in Wilmington, Delaware
Feb. 17, 2004 Delaware State Police have closed I-495 Southbound at the the I-95 split and I-95 Southbound, just south of the Pa. State Line to Naamans Road while they investigate a blasting cap from the 1950's found along the roadway. Police also plan to close I-95 Northbound shortly before they detonate the device.
At this point, that should be by 3:00 and will be temporary during the detonation. I-495 Northbound will remain open.
Police say a DELDOT crew working in the area around 11:40 this morning noticed an object with wires protruding from it and called Police. I-495 south was closed at 2:00 this afternoon. The Explosive Ordinance Disposal Team is on the scene.

SAN ANTONIO -- Preliminary tests indicate that a white powdery substance discovered Tuesday at Brooks City-Base turned up either negative or inconclusive for dangerous chemicals, a San Antonio Fire Department official said.
San Antonio Fire Department District Chief Ralph Medina said the initial tests are conducted to determine whether the substance tests positive for ricin, anthrax and other dangerous biochemicals. More thorough tests will be conducted Medina said.
San Antonio Fire Department District Chief Randy Jenkins told KSAT 12 News that nine people were being quarantined as a precaution. The people who may have in contact with the powder were asked to go home and take a shower and bag their clothing.
The powder was discovered on a flyer that was attached to the back of a paycheck, which came from within the base, Jenkins said.
"We're not quite sure what it may be," Jenkins said, "but we're going to take all precautions necessary to safeguard the public."
About 150 people were evacuated from the building, which is located near the main gate of the base at Interstate 37 South and Southwest Military Drive.
