Of course, this was last week on dial-up; we got cable over the weekend, which may or may not change anything. This is the key to your problem. I spent weeks with a problem like this after installing a firewall/router on my DSL line. You have a firewall/router conflict. I can't supply a solution, but I can tell you that in my case I had a DSL modem and a separate router box. The DSL modem had to be set to "bridge" mode in order to work with the router.
You need to call and keep calling the cable company until you get someone that can fix the problem.
My son had a similar problem with cable, and they solved it by replacing the cable modem.

It's been going on since August, when we had DSL. It continued through our ditching of DSL and our return to dial-up, and it persists with cable, which is what makes us think it's an IE problem.

I actually had the same problem on one of my pc's at work.

http://support.microsoft.com/?kbid=813444 Specifically I had to re-register the dll's you will find a list and process to follow about two thirds of the way down the page.

It's still a firewall problem. HTTP and HTTPS use different ports. I don't know what kind of hardware you have or exactly how to fix it in your case, but I would sit on the cable company. Play dumb. Just tell the cable company that their modem isn't working. Make them come out and fix it.

Sounds like your port 443 is being blocked.
It might be an IE problem. First thing to check is to go in your browser to Tools/Internet Options/Advanced and make sure that both "Use SSL 2.0" and "Use SSL 3.0" are checked.
If you have any firewalls going, disable them.
Problems like this are frustrating. Sometimes they just go away, but if you've had it since August, doesn't sound likely.
Are you still using the same ISP you have had since then? It could be blocking the port.

Ouch. The old blow everything away one atom at a time approach. Since Xen says he's reinstalled Windows, I am dubious about this. Interesting note about the encryption level, though.
