This is true of most serious cybersecurity breaches--they tend to come from insiders. It was Robert Hanssen's familiarity with the FBI's computer system that allowed him to exploit it despite its security. In both cases, the perpetrators weren't terrorists but rogue employees with specialized knowledge difficult, if not impossible, for outsiders to acquire--a security concern, but not one attributable to cyberterrorism.
