Russia and China aren't plausible candidates to defeat local US air superiority. As for the EU, they're just not a plausible adversary.

The existence of the EU at this point doesn't look like a good bet after the rejection of the constitution last month.
However, I'm thinking of those militaries which have technology/hardware comparable to our own. The British and French military industries build good, modern stuff.
The Russians and Chinese have decent air and ADA technology and nuke capacity. There are a number of ways to prevent air superiority.
