In fact, the contracts will go to firms who have operations in co-operating countries.
There is NO firm which does NOT have an operation in a co-operating country.
Thus, ALL firms (e.g., Schlumberger, French-owned with significant US operations) WILL get US tax dollars to rebuild Iraq.
