i am more worried about that little pond south of lost wages then the town. you take out the dike holding back that little pond and you will kill several million people.

There aren't any large cities between Boulder and Mexico so there probably wouldn't be more than 20 thousand possibly affected.

If they wanted to take out a dam to hit population they would hit Shasta or one of the dams above Sacramento.
