The sports stadium TFRs have nothing to do with security, and everything to do with the fact that people were flying advertising aircraft over the stadium, that the NFL et al. was not getting a cut of.

There's a permanent "T"FR over Disney World for the same reason -- to keep the Indians on the Disney reservation, and unaware of competitive firms.

Basically, if you grease the right politicians with the right amount of money, you can have a TFR cut to fit your venue.
