Clark Credits Clinton for Ghadafy Breakthrough

Democratic presidential hopeful Gen. Wesley Clark said Sunday that his old boss Bill Clinton - not President Bush - deserved credit for forcing Libyan dictator Moammar Gadhafi to abandon his weapons of mass destruction programs, even though Gadhafi's turnaround came nearly three years after Clinton had left office.

"It's a program of squeezing Libya that's gone on for more than a decade," Clark told a Derry, New Hampshire audience, according to the Concord Monitor. "The Clinton administration was very much involved with this."

In a slap at Bush, Clark said, it "shows that you don't need to use force to get your way in world affairs," adding that Prime Minister Tony Blair deserved credit for the Ghahafi breakthrough as well.

The retired general added new details to his charge that President Bush was responsible for leaving America vulnerable to the 9/11 attacks, saying that President Clinton tried to warn Bush about Osama bin Laden but Bush wouldn't listen.

"He wasn't paying attention," Clark complained. "He didn't do his job as commander and chief."

The former NATO commander said that Bush deserves to be "fired" for not doing more to prevent 9/11.

"This is the way it works in the Navy, if you're the captain of a ship, and it runs aground, they only ask two questions: Did it run aground, and were you the captain?" he explained. "If the answer is yes to both, you're fired."

Though Clark has repeatedly pounded away at the theme that Bush is responsible for 9/11, reporters have yet to ask him about President Clinton's confession last year that he turned down a deal for bin Laden's arrest in Sudan.

On CNN this afternoon, Judy Woodruff interviewed Wesley Clark and tried to nail him down: Did Howard Dean offer you the VP slot or not? Clark waffled, sass shayed, got real cute trying to stick to his guns, but sort of imply that it wasn't a serious offer...then that yes Dean offered him the job, but of course, no one would be seriously offering the VP slot until they were the party's nominee. Clark was laughing, trying to make light of what looks like another whopper. Judy kept pressing, and finally Clark said....in true Clinton style, I guess "it depends on the meaning of offer".

As much as I dislike Clark, I had no idea he would be so stupid as to utter such a thing, so reminiscent of Clinton at his lying best.

Q: Back to the KLA. Are you aware of any request from KLA leadership for air drops? And if not, if you would receive such a request, what's the likelihood that the U.S. or NATO would respond favorably?

A: I'm not aware of requests from the KLA for air drops. I can certainly appreciate the fact that they might want support, but I'm not aware of specific requests, and I don't think I'll answer a hypothetical question.


QGeneral, do you foresee a time when American troops will be able to leave Bosnia? And when would that be?

GEN. CLARK: Well, we moved some time ago away from a time-based exit strategy. What we believe is we have to have a success-based exit strategy. That was the basis for the June 1998 op plan and the chart I showed you with the various analyses of progress in the areas of civil implementation and military stability. And so I think that's the best index for how we are doing there.

And I think it's best to recognize that this is a demanding mission. It's really a regional focus that we are interested in now. We recognize that the solution to Bosnia is not only in Bosnia, but it's also in the region, as is the case in Kosovo. And that's the reason why in July, the heads of government of so many nations met in Sarajevo and set up the Balkan Stability Pact. We need economic development, we need democratization and, above all, we need democratization in Serbia.

Q: General, it's six months since the ending of the war in K: osovo, but NATO still hasn't released any of the details on the air campaign of the kind that were released very shortly after the Gulf War. Can you tell us, is that your decision --

Q: The Russians like to say that they're doing in Chechnya nothing more than what NATO did in Kosovo. What do you make of that?

GEN. CLARK: I think they're doing in Chechnya what Milosevic tried to do in Kosovo. We were extremely careful in our Kosovo campaign to -- we took incredible risks with our pilots, and we were very inhibited in the use of air power -- to prevent collateral damage. I don't see those inhibitions. In fact, I see the opposite in the case of the Russian threats that have been given against these urban areas, in the use of their weapons, and in the way they have generally followed in the campaign.

You will often find political hacks rising in the ranks to general officer. There are many officers retiring out as Col. that refused to play that game. This is not all generals but a good many are a-holes. Clark apparently
passed the test of kissing the correct bums. A former Little Rock address did not hurt.

Clark also credited Mr. Clinton with fall of the Berlin Wall, the victory at Kursk and defeating the Spanish fleet at Manila Bay.

"He's not only the most important man of the 21st Century, but of the 19th and 20th centuries as well," Clark said.

Clark's normally sunny demeanor turned cloudy over the mention of Al Gore -- and for a surprising reason.

"I respect Mr. Gore's right to endorse Howard Dean, and that doesnt' bother me. He did not invent the internet, however," Clark fumed. "Bill Clinton invented the internet. And Mrs. Clinton too. They were every bit as great as scientists as the Curies. The only reason they haven't received the credit they deserve is due to Roger Ailes and Fox News."
