The GOP needs to start grooming a candidate for 2008 to confront Hillary. The VP slot would have been useful in that regard, but Bush has selected Cheney again. Owens is a good candidate--young, attractive and from the West. Moreover, he has executive experience as a governor, which is the breeding ground for Presidential candidates over the past two decades. Carter, Reagan, Clinton, and Bush have come from the ranks of governor. Dean and Jeb Bush fit that mold. I just don't think that Jeb Bush could be successful running in 2008. The public wouldn't buy it.
