What's your definition of a street thug? Kids hanging out at night? Loitering where there is a NO LOITERING sign/law is a different case, in the process of committing a crime is a different case.

If they're hassling people, then they're not peaceably assembling, doncha know. If they're not hassling people, then what law are they breaking? How do you know they're "thugs." By color?

I used to live in the city and one of the groups of young black guys that hung out on the corner ended up becoming a do-wop singing group. It was fun to listen to them singing.

I remember hanging out with my friends on the street corner, too. We weren't thugs. We were just kids. I guess we were never bothered because we were white, eh?

If the group is breaking the law, then the cops have reason to arrest them. If they're not, then they don't have any reason to do anything at all.
