Uh, no. Pastor Ford was the victim. These two women are a sister and a niece of Ford's, the armed hero of our story.
I had to read it twice too before I realized it.

That wasn't the perp's relative, that was the Reverend's sister bemoaning why anyone would attack the Reverend.
