Sure, they're called high occupancy lanes. The US concept is far more socialist than the German concept. Go figure.

Good idea! You could use the HOV lanes for that. No telling how many billions were spent for that bit of social engineering[but it "felt" good, didn't it?]. Might as well put them to good use. Minimum speed limit strictly enforced, Speed checked by radar, etc.
