Mr Perle co-wrote an article in the Wall Street Journal in August, arguing for the deal's approval when it was facing intense criticism from Congress. He did not disclose the Boeing investment.

The deal was written by the Senate Democrats, whose leader's wife was lobbyist for Boeing.
