I think that's probably going too far. I think there probably is some component in the brain that causes a tendency toward homosexuality. I think it may be similar to whatever it is that apparently places so many truly great mathematicians on the hairy edges of insanity.... (Judging by the homosexuals I know, as a group they tend to be extremely bright.)
It still boils down to a judgement of whether or not homosexual activity is something we as a society should bless; as opposed to something we merely tolerate, recommend against, or even actively oppose.
On that score, I think the "medical consequences" aspect argues for a secular policy of "recommending against." And a religious view would treat homosexuality as an affliction to be healed, rather than something we'd ask God to bless.
Also, I think we too often tend to lump male homosexuality together with female homosexuality. I'm disposed to the idea that the causes for homosexuality are different for men than they are for women.
