Final determination of "unconstitutionality" rests with the USSC. Nope. The ultimate determinant is the cartridge box. The legistlature can pass laws in secrecy all they want, and the courts can rule 'till they're blue, but eventually they will come up against the "cold dead fingers" provision of the Constitutional Republic.
