There's an all nighter going on in the Senate, cots in the halls, and Bobby "KKK" Byrd (The conscience of the Democrat Party) should be the one to supply clean sheets, after all, he's the only member of Congress with a Klan mambership number.
"Kleagle" was his title in the Klan. That means "recruiter" which would be the guy handing out sheets, not for cots, but for other purposes.
