Come to think of it ... knowing two guys were just driving around willing to shoot criminals would probably put a serious dent in the street crime in a place.

Sounds like some selective group amnesia here.
It seems that the locals have tired of a criminal justice system that is long on rights for the criminal, and short on justice for the victim, and have taken matters into their own hands. This goes far beyond vigilantism.
