Truth is, Trump should have reversed this a month ago so we weren’t so far behind every other modern country in our testing. Could have drastically slowed its advance, with a hope for it to recede in the late spring and for us to have better preparation, treatments and possibly vaccines in the fall.
And he shouldn’t have announced it by trumpeting how it was a bad rule that Obama had instituted, since he’s had over three years to reverse it as is and he has talked about not politicizing the health crisis.
President Trump can only do so much...this was up to one of his cabinet members and their staff..
Someone kept info from them, or didn’t want to go against the FDA...seen by many as a “God”... (I spit in the FDA direction )
Sound to me like he might have just found about this “rule” and reversed it. There are probably thousands of these obscure rules in throughout government departments.
As a department director myself, I am always finding old rules that prevent us from doing our jobs because someone back in the day though it was a good thing. Then you have to jump through hoops to get them cancelled.

right, at this point the fact it wasn’t reversed months ago looks terrible.
I well believe in completely bureaucratic incompetence in these agencies that never really had to perform their emergency function before (FEMA/katrina, for example) but some of this stuff (the entire testing failure including this) had to be addressable a while ago at the executive branch level and obviously wasn’t.
