They can get Bush III nominated. It does NOT depend on performance in the polls or in the primaries. It requires only that Bush not withdraw, and if he does withdraw they can still Nominate him under their current rules if no one else manages 8 outright majorities in the primaries. They will get a lot of help from Democrats here.

No, the GOPe wants him to run...
Not so much.
There's GOPe frustration with Jeb, but it sounds like the interest in Mitt is more of a media thing.
Familiar names -- Clinton, Bush -- attract attention of casual viewers and browsers and the media hopes it will generate more interest in what they offer.

If Romney jumped on the scene, he would immediately snatch up Jeb Bush's 2.0% of the vote, and John Kasich's 1.5% of the vote. So ... he's got that going for him, but not much else. I don't think Romney is anxious to be a three time loser, but he could prove me wrong.
