No, slick, it grants limited POWERS to the government, and that Constitution was a warrant from the PEOPLE and the STATES, giving authority to a Federal Government.
The PEOPLE are sovereign here in the US, and biblically, that is authorized by God, or we wouldn't be.

Then autonomy is wrong, because if God’s authorizing the whole show, then we are not rulers of our self. God rules us.
As for powers/rights. That is my bad. You are correct here. I am arguing that one of the constitutionally granted POWERS of the federal government is the power to regulate goods which enter the country, the power to enact tariffs, etc. Even prior to the 10th, this exists. The 10th expressly speaks of powers not enumerated, but the power to regulate goods entering the country is an enumerated power of the federal government.
