Under the banner of fighting “Islamophobia,” groups like MPAC are quietly gaining direct access to local police departments and municipal power. By embedding hand-pick members of mosques into law enforcement, they are effectively rewriting threat priorities and silencing critics from the inside.
During an August 2026 webinar hosted by the Muslim Public Affairs Council (MPAC)’s Center for Security, Technology, and Policy (CSTP), speakers outlined a practical strategy for Muslims to enter local police forces using hand-picked members from their own mosques. The webinar was presented as an effort to train mosque security against alleged “Islamophobia” perpetuated by the “right-wing” and even targeted RAIR founder Amy Mek by name.
For years, MPAC has lobbied elected officials to dismiss Islam as a driving force in terrorism, while using accusations of Islamophobia to silence American critics and dismiss legitimate concerns as bigotry. This push to place mosque members inside local police departments continues the same approach.
Dearborn’s Mosque-to-Police Reserve Program
The clearest illustration came from Dearborn Police Chief Issa Shahin, who presented the city’s “Reserve Program”. The program, Shahin explained, sources volunteer security personnel directly from local mosques. During the webinar, Shahin described these volunteers as individuals who, after academy training, wear the Dearborn police uniform, carry department-issued firearms and radios, and function “in essence” as police officers.
Dearborn Mayor Abdullah Hammoud, who has explicitly urged Muslims to take control of the city via the ballot box, hand-selected Shahin in 2022. Shahin, the first Muslim police chief in Michigan history, clearly shares the mayor’s vision, transforming the Dearborn police department during his short tenure from 3% to 45% Arab.
Today, a vocal Muslim majority governs Dearborn, and minorities there face growing hostility. Indeed, RAIR has recorded numerous town hall grievances from local Christians and Jews reporting systemic discrimination.

The Muslim Public Affairs Council (MPAC)
MPAC’s senior figures have longstanding ties to Muslim Brotherhood networks and have worked closely with Democratic officials. For example, MPAC’s President Salam Al-Marayati and Director of the Washington, DC, Office Haris Tarin attended the White House Countering Violent Extremism (CVE) Summit under former President Barack Obama. National security analysts and counterterrorism specialists such as the late DHS whistleblower Phil Haney heavily criticized the CVE initiative for not only scrubbing important references to Islam, but deleting records that could have assisted the federal government in stopping terror attacks.
In the following video, Haney, a founding member of the DHS, explains that the Obama administration ordered the deletion of more than 800 records on Muslims with documented terror ties from federal databases in 2009 – shortly after the Holy Land Foundation trial exposed Muslim Brotherhood networks – and later purged additional material on the Tablighi Jamaat network linked to the San Bernardino and Orlando Islamic terror attacks, preventing analysts from connecting the dots that could have stopped the massacres:
- The San Bernardino and Orlando terror attacks were deliberate acts of Islamic jihad that slaughtered dozens of Americans in the name of Allah and the global caliphate. On December 2, 2015, Syed Rizwan Farook and his Pakistani wife Tashfeen Malik stormed a holiday party at the Inland Regional Center in San Bernardino, California, armed with assault rifles and pipe bombs; they butchered 14 people and wounded 22 more before being killed by police, after Malik had pledged bay’ah (an oath of loyalty) to ISIS on social media.
- Less than seven months later, on June 12, 2016, Omar Mateen walked into the Pulse nightclub in Orlando, Florida, and systematically gunned down 49 people while wounding 53 others – the deadliest terrorist attack on U.S. soil since 9/11, pausing only to call 911 and declare his allegiance to ISIS and its leader. As reported at RAIR, Haris Tarin, MPAC’s Washington, D.C. director, praised Yusuf al-Qaradawi – the banned Muslim Brotherhood ideologue and “spiritual leader” who endorsed Hamas, approved suicide bombings, and issued a fatwa urging attacks on U.S. forces in Iraq – as a key “intellectual.” Tarin’s network also includes Mahdi Bray, an outspoken supporter of Hamas and Hezbollah who defended convicted Palestinian Islamic Jihad operative Sami Al-Arian as a “freedom fighter.” Bray also joined Abdurahman Alamoudi – who was later convicted for illegal dealings with Libya and terror funding – in public demonstrations backing designated terrorist groups.
The Post-9/11 American Backlash Narrative
Despite the problematic ties of MPAC, CAIR and others, members of these organizations were repeatedly invited to high-level meetings with federal officials, including a January 2010 session hosted by DHS Secretary Janet Napolitano’s Civil Rights and Civil Liberties office and earlier post-9/11 outreach sessions with FBI Director Robert Mueller. These engagements were frequently justified by unsupported claims of a widespread American backlash against Muslims after the September 11 attacks. In fact, the adjudicated record consists of only about 48 stated federal convictions across multiple years – some over a decade after 9/11- mostly involving community backlash against mosques being built, threats, arson attempts, or property damage rather than a large-scale campaign of serious violence – leaving a substantial gap between the narrative and the cases that survived due process. Notably, the Department of Justice has never published a complete list of the alleged 48 convictions, let alone provide evidence that the alleged crimes were motivated by the 9/11 Islamic terror attack. Without that list, the totals cannot be independently verified case by case from a single official source. In other words, there is no evidence that the post-9/11 “American backlash against Muslims” occurred at all.
The onus should be on those making the claim to prove the claim.
MPAC Inroads into the Federal Government
As far as Haris Tarin, he established deep access across top federal agencies, including the White House, DOJ, State Department, DHS, and Capitol Hill. President Obama personally called Tarin in July 2011 to praise his efforts and subsequently invited him to the August 2011 White House Iftar Dinner with Representatives Keith Ellison and Andre Carson. Speaking at a White House event hosted at Harvard’s Kennedy School of Government, Tarin highlighted MPAC’s role in shaping federal counter-extremism strategy:
“The President in his 2011 Countering Violent Extremism strategy said arresting our way out of [this] problem is not going to work. So MPAC’s response was the PIE model where we emphasize intervention. There’s the prevention part that communities can do really well, but we need to start intervening.”
Haris Tarin also sat behind RAIR founder Amy Mek while she testified at the hearing in May titled “Sharia-Free America: Why Political Islam & Sharia Law are Incompatible with the U.S. Constitution”. Before she was called to testify, Tarin stood up and started shouting at Representative Chip Roy, condemning him for bringing Amy in to testify. A member of the security team warned him to stop being disruptive. Mek posted the video on social media at the time. [X post at article source]
Considering MPAC’s reach into the highest corridors of power, it is little wonder federal authorities systematically minimize the threat of Islamic terrorism.
Building a Permanent Seat Inside Police Departments
MPAC’s Center for Security, Technology, and Policy (CSTP) used the webinar to address “mosque security” ahead of elections based on non-existent, contrived threat risks. According to their website, the CSTP describes itself as “a data-driven initiative dedicated to eradicating Islamophobia across institutions, industries, and digital platforms through research, technology, and strategic advocacy.” It “leverages advanced data analysis and AI tools to monitor and combat Islamophobia in real time” and produces “threat alerts, policy briefings, and trend analysis reports.”
RAIR can exclusively report that attendees at the webinar included the following:

The enemy is inside the wire.
They’re all going back where they came from.
We may be seeing minority groups aligning with each other to force themselves into positions of authority where new handout legislation will predominate. There isn’t a Muslim majority country where religious pluralism is supported. There isn’t an Hispanic majority or an African minority country in the world that approaches the innovativeness of the US. Giving these same groups power by electing their members is a certain path to a declining US.
Fighting Islamophobia? Deception. Jihad in Michigan. Dearborn and Hamtramck are conquered. Jihad by “handsome” means. Disagree with MoFos? Jihad by violent means. They are not up for civilized discussions about doctrine, history or current events. Every member is a potential I.E.D. They love death (ours or theirs) more than we love life.
All other collectives will bow to Allah. They do not have 1.5 billion soldiers 57 countries backing them. Submit or die.
That was a very real wrinkle that Trump faced.
Destroying Iran's nuclear weapon capability was hard to argue about, but killing thousands of Muslims in theatre was a whole different issue with neighboring Islamic nations.
On this point, JD Vance thoroughly disqualifies himself for not supporting his quarterback.
Agree. Like I said on another thread, “ How will you stop Islam from annihilating The United States of America JD? What’s your plan?”
Not as much as you think. Many of the muslims around them didnt want to die from Iran, be them muslim or not. They are also tired of Iran and their extremism.
That may be quite true, however, how many of those muslims actually manage their own lives and are willing to stand up for basic rights? See Iran, for examplw.
