Wanda Dukes has been the first black mayor of Refugio, Texas, for roughly 10 years, having first been sworn into office on July 19, 2016.
Prior to her time as mayor, she served on the Refugio City Council starting in 1990.
Sworn in on July 19, 2016, as the town’s first Black female mayor she Continued serving through subsequent terms, including running unopposed in later election cycles like May 2023.
She Served more than 20 years as a city council member prior to becoming mayor.

Reading the back story on this, the defendants voted to use funds from the local economic development corporation to fund the city budget.
As far as I could determine, none of them personally benefitted from the funds at all, but basically voted to use the wrong pot of government money for city budget items such as windstorm insurance, water main repairs, audit services and others. Nobody stole any money. This reeks of political vendetta by the district attorney or police.
Our local news is so bad, we will probably never know what the real story is.
Well, it is unlawful to use money allocated for one
item on another item. They should have known that.
Just so you’ll know, it is pronounced “Refurio.” If you say “Refugio”, people will know you ain’t from around here.
