a little light on details. Was the gate signed ?
did the officer ask for ID before the man left
why did officer chase the man?
why was the officer such a dumbass?
I have read incidents like this before where cops have tasered people pumping gas, in that case I think it was a motorcyclist and a case of mistaken identity.
