He’s in Kentucky, which is one of the few states that require a special election to fill a seat. The governor doesn’t make the choice.
If the seat is open before August 3rd, there will be an election. Massie will run as an independant to spite Trump, split the vote, and elect a D.
I read somewhere that the KY legislature picks 3 names and then the Governor appoints a temporary Senator from those 3 names until an election can be held.
