Four hundred shell operations. An industrial complex no parent would bring a child to. No oversight. No alarms. Just pure fraud.

They didn’t miss it. They didn’t want to see it.

This is theft. This is corruption. And Minnesotans were robbed of real care so scammers could cash checks.

Follow the money. Prosecute everyone involved.

Dr. Oz: Behind me is the Griggs Midway building.

It looks like a factory because it was a factory, a linen factory. They made cloth back there. They converted it to an office building.

You'll notice all those little signs there, and there's tons of little businesses inside. Roughly 400 Medicaid businesses were started in the building behind me over the last several years.

They generated about $380 million of billing that you, the taxpayer, were putting up. That means roughly each business had a million dollars of billing.

It's an industrial area. There's no reason that you have a mother bring her child. You can't imagine getting extra business support. An autistic child probably wouldn't want to come here. You hear the noise. It's just not a hospitable place.

The question is, how is it possible, 400 buisnesses, billing almost $400 million, were able to thrive here. What did the owner of the business - this building, think was happening inside? Why did no one in the state figure out this was a concern?

And perplexingly to me, in a place of this nature, an industrial complex that people would not come to for child care, autism care or transportation support, how is it possible that this could come up like an abscess in the heart of Minneapolis and nobody was watching.

I think it's because they weren't looking. They didn't want to know that was happening here, and it's very concerning to me that only now, when there's more federal supervision, are people beginning to ask the tough questions.

So you'll notice there's already a watch group that's observing us. They have people in cars taking pictures of us. They're calling around, trying to figure out what's going down.

And I'll tell you, they don't have to, you know, wonder. We're telling you. We're here to figure out why these folks are being defrauded. Why the people who live in Minnesota aren't getting access to the care they deserve, because it's been stolen.

But the fact that you've got people behind me in cars concerned that we're even talking about this story should be something that worries you. It bothers me. There's been a censoring of truth and inability to just own what's happening in their state.

That's concerning to me. They talk about being nice in Minnesota; I want to be nice too but a person who's a good person doesn't always have to be nice. They gotta be truthful and be honest and sometimes you gotta tell people stories they don't want to hear. That's what doctors do, and that's what we're going to do here in Minnesota, tell you the truth.

But this stuff seems like WWII reporting where we learn about the deaths of individual German soldiers — We shot Klaus Schmidt today; and we shot Hans Gruber yesterday; and we are in position to shoot Hermann Liebner tomorrow. Well, that’s all fine and dandy — but is this going to result in any kind of Normandy Invasion? Are we fighting our way up the boot of Italy? Will the troops at Bastogne receive relief?

We need something like RICO. We need to tie this to influential people. Maybe I am ungrateful but discovering isolated instances of fraud doesn’t really tell the story that I want to hear. I want a big strategic victory.

Federal authorities charged eight individuals associated with Brilliant Minds Services LLC and Foundation First Services LLC for their roles in a massive Medicaid fraud scheme that exploited Minnesota's Housing Stabilization Services (HSS) program. The operation was primarily run out of the Griggs-Midway Building in St. Paul, Minnesota.

The thieves purported to help seniors and people with disabilities find and maintain housing, but instead submitted fake or inflated reimbursement claims for services that were rarely, if ever, provided.

The thieves were Abdiaziz Siyad Aden, Mohamed Ali, Sahal Dayib, and others) and Foundation First Services LLC (operated by Abdifitah Mohamed). Between September 2022 and April 2025, Brilliant Minds alone submitted approximately $2.3 million in fraudulent claims, with defendants pocketing $300,000 to $400,000 each.

Federal affidavits noted up to 22 different providers operated out of the Griggs-Midway building, collectively billing taxpayers millions before federal agents raided the offices and the Minnesota Department of Human Services (DHS) suspended payments.
