Flashback: Power Forward Communities, a coalition formed in October 2023, received a TWO BILLION DOLLAR EPA grant in April 2024—just six months after its creation. The organization reported only $100 in revenue during its first year and was required by the grant agreement to complete "How to Develop a Budget" training within 90 days, despite being tasked with rapidly distributing $2 billion. The grant agreement gave the organization 21 days to begin distributing all $2 billion while simultaneously mandating it obtain basic budget management training—a stark mismatch suggesting the EPA awarded massive funds to an entity with no demonstrated operational capacity
This was one of eight organizations receiving chunks of a $20 billion Greenhouse Gas Reduction Fund distributed in April 2024. Before leaving office, the Biden administration parked the entire $20 billion at an outside financial institution (Citibank), which EPA Administrator Lee Zeldin later characterized as limiting federal oversight. Power Forward Communities—the entity actually receiving and distributing the funds—was brand new and demonstrably unprepared to manage that scale of capital.
