To an extent, such a 'device' exists. It's called 'parents', though some devices designated as such don't function well.

IMHO kids should have very restricted internet access, and very limited time on social media. I know that for tech savvy kids there are all kinds of loopholes for getting around parental controls, but you can make it as difficult as possible for them.

Children don't need constant internet access. There should be a way that parents can remotely turn off everything but phone call use on a smartphone.

When we kept our grandkids for a year, we had them hand over their phones. They had access to the Internet via our home computer in the living room.

They survived just fine. But when their parents took them back? 24/7 access, because (their parents said) we don’t understand modern kids...
