A charter bus driver has been charged after he allegedly caused a fatal crash in Virginia that left five people dead.
Jing S. Dong, a Staten Island, New York-based driver and non-English-speaking naturalized citizen from China who obtained his commercial license in 2024, has been charged with two counts of involuntary manslaughter and has additional charges pending, the Virginia State Police said on Saturday.
Dong allegedly slammed into an SUV in front of his E&P Travel bus in the southbound lane of Interstate 95, causing that driver to crash into another vehicle around 2:35 a.m. Friday in Stafford County.
A teenage girl and young boy, who were in the car ahead of the one the bus hit, died along with their parents after their vehicle caught fire.
A woman who was in the SUV immediately in front of the bus, was also killed.
The family has been identified as Dmitri Doncev, 45, his wife Ecterina, 44, their 13-year-old daughter, Emily and 7-year-old son, Mark, all of Greenfield, Massachusetts.
The woman was identified as Priscilla R. Mafalda, 25, of Worcester, Massachusetts.
"The preliminary investigation indicates that traffic was slowing southbound for an upcoming work zone. A bus, operated by E&P Travel and heading from New York City to Charlotte, N.C., failed to slow for traffic and struck a Chevrolet Suburban," police said in a news release. "The Suburban was then forced into an Acura SUV as well as additional vehicles. The bus struck additional vehicles as well."

This should be investigated as a criminal organization starting at the DMV. How are individuals that can not speak English getting commercial licenses, not saying anyone is paying a bribe but that needs to be investigated as well. Certainly the owners of the bus company needs to be criminally investigated as well.
I doubt a bribe is needed in at least some of the blue states, but it does need investigating since all states should require fluent English. The entire process, written and oral, should also only be in English. I’m not sure that would’ve prevented this particular accident, since speed limits are numerical and not that difficult to learn, but it might’ve kept him off the road in a commercial vehicle.

When I was a firefighter I drove one of the engines and it took months of training and tests for all the endorsements. Passenger, multi axle, tanker, etc. all given by the CHP on site in Sacramento. Someone at the DMV are getting bribes from companies or government employees, are being negligent, or being actively told to approve anyone for a commercial license. Someone in the DMV need to be held responsible as well.

The clerk and or examiner who issued that license should be charged and tried. If that is done and results in at least one conviction for half a dozen cases we will see the practice actually stop.
No English yet he managed to get not only a CDL - but citizenship in the US.

I have a CDL. I drove a tri-axel dump part time delivering driveway stone. I got the CDL in 2001, and I had to take a written test and a road test. The written test was in English, as were the road signs for the road test. I’m no genius, but I did well on both tests which I have to say were not the easiest. Not extremely difficult, but they required some concentration. Furst job was on a new truck stop on interstate 78 in Bloomsbury Township. Mostly site work, moving dirt and shot rock and some deliveries to deliver fill. There were teams of drivers driving trucks that were about ready for the junk yard and the drivers barely spoke English if any at all. There were cops watching the trucks entering and leaving the site to make deliveries to homeowners who needed fill. I was stopped many times for them to check my credentials. I never saw any of the illegals stopped who were driving rigs ready to fall apart. I soon quit that gig. Life in a sanctuary state.

This is criminal, allowing people who don’t speak English to drive anything more than a passenger car. I would exclude that too, except I have driven in non-English speaking countries and I felt like it was something I could do, so...I would expect that mindset to be a common thing.
It's ridiculous that a non-English-speaking person can become a citizen.
