Not a Pratt effect. This is total votes in a state with 23,112,854 registered voters. LA would probably account for about 20% of that total.

Total votes are up siginficantly due to the large number of real candidates in the race. About 8 to 10 candidates who have a shot at getting to the second round (not counting the 50 plus wanbees).

Although the population of California has been level or decreasing the number of registered votes 8 years ago was 18,854,829. 4.5 million increase in a state losing population shows that people are more engaged. This can be seen across the country.
