I think some of it comes from the Democrat lock on NY and CA politics. It causes its representatives to believe that they are untouchable, and they behave that way, always pushing the boundaries of what they can get away with assuming that they would never be primaried.
And the razor-thin margins in the House are preventing leaders like Hakeem Jeffries from calling for Swalwell to resign - he's not good enough to run for Governor of California, but he's A-Ok to be their representative in Congress?

He is gone as a Congressman come Jan. He is not on the ballet for his current congressional seat. Time will tell if he makes it to Jan. It’s probably up to Pelosi, to tell Jeffries how to move forward with the scumbag.
