I often wonder why we don't do some pre-emptive judge shopping ourselves. Like:

1. Trump issues controversial EO
2. One of our operatives pretends to challenge it, making sure they take it to a conservative judge
3. Conservative judge upholds the EO.
4. Operative takes it to the next level, making sure to find a conservative judge...

We just do it before they can do it.
