Luna: Senate Set to Employ “Standing Filibuster” to Advance SAVE Act Amid Shutdown Standoff
America First Report ^ | February 2, 2026 | Isaac Graham

As the partial government shutdown drags into its third day, a critical deal has been struck that could finally deliver a long-overdue victory for election integrity. Rep. Anna Paulina Luna, after direct talks with President Trump at the White House, announced that Senate Majority Leader John Thune is prepared to invoke a standing filibuster to bring the SAVE Act to the floor, sidestepping the 60-vote barrier that has stalled the bill for months.

I searched “standing filibuster” and got only vague results.

How it works (the classic version)

A senator is recognized on the floor of the United States Senate

They must keep talking—no sitting, no breaks

If they stop speaking or leave, the filibuster ends

The goal is to run out the clock or force concessions

Famous examples

Strom Thurmond spoke for 24 hours, 18 minutes in 1957 (still the record)

Senators would read phone books, recipes, or long documents just to keep going

How it works today (very different)

Modern Senate rules allow a “silent” filibuster:

No one has to stand or talk

Just signaling intent triggers the need for 60 votes (cloture) to end debate

Result: most filibusters happen without speeches

Why people argue about bringing it back

Supporters say:

Forces real debate

Raises the political cost of obstruction

Makes obstruction visible to the public

Opponents say:

It’s theatrical, not substantive

Could paralyze the Senate even more

Favors senators with fewer physical limitations

i could be wrong, not the parliamentarian or an expert on Robert’s Rules of Order, but i think it’s just the old—Mr. Smith goes to Washington—style filibuster. it apparently can still be done as a substitute for the stupid and unconstitutional (imho) 60 vote cloture rule. the filibusterer can be a member of the majority too. when they give way, i guess Thune can choose to have a simple, old school, majority vote on the bill.

“How it works (the classic version)”

With nearly 50 Senate Democrats can’t they swap out speakers forever; one speaks but 49 rest for their turn?

Mr. Smith fell exhausted because no one else who help him continue the filibuster. There are plenty of willing democrats ready to keep the filibuster going.

What am I missing?

Thune looks like a strong wind could knock him over but I don’t recall any rule saying a bull like J.D. Vance couldn’t do it (referring to him being President of the Senate itself).

And such a feat would solidify his image as worthy successor.

The GOP majority is proposing this stunt, not the demonrats. I like it! It would be a 24/7 commercial aginst election fraud. Fight fire with honest fire.

Yes. A real win in the middle of Schumer’s self-made mess.

Each Senator can oppose the bill but must argue from the floor. The catch is, a Senator an only take the floor twice every 24 hours. Since there are about 48 Rat Senators, EACH Rat Senator would need to take the floor for an hour each day (on average) to prevent the bill from going forward. The Rats have enough people to do this, but do they have the will.

“Rep. Luna is ramrodding a big deal. i hope she pulls it off.”

As much as I like Luna, I doubt it. The Democrats FULLY UNDERSTAND what election integrity will cost them, so they’ll get as much as they can from the GOP, and then buckle at the last moment.

Our side will claim ‘victory’, but our elections will continue to be worse than many Third World countries.

It is not a stunt; it is literally how the filibuster was supposed to work.

The stunt was always the abomination known as the silent filibuster.

There was a Republican Senator who actually did this .

think it was Ted Cruz.

Among other things, he read the collected works of Dr Seuss into the record.
