It looks like this had to be intentional.

Over $6 billion flowed to NGOs like Endeavors and Southwest Key, whose revenues exploded from $52 million to $1.18 billion in two years, with CEO pay doubling. These "nonprofits", 97-99% federally funded, became enablers: hiring staff without background checks, letting men roam female dorms, and even staging sexually explicit "twerking" lessons for teen girls. Is anyone going to be punished (like decades in jail, at least) for this?

Of course this was completely intentional and it had a lot more to do with sex trafficking for pedos than child labor.
Exploitation by forced child labor is what they do with the children after they are past their shelf life as pedo sex slaves
Seriously, what kind of parent sends their child alone to the US in the hands of cartel coyotes and for what other reason would the cartels even try the difficult job to transport and bring in an 8-12 year old child

I saw the movie *The Sound of Freedom*, about child sex trafficking.
It was very powerful and sobering.
