My guess is that it is possibly a guilt trip for her, knowing she spent her life promoting the very lifestyles that increased the spread of the disease tremendously.
Not justifying the behaviors but thanks to drugs since Madonna’s peak, HIV is undetectable and untransmittable which keeps AIDS from happening. AIDS has become a Boomer disease and is as obsolete as Madonna.

David Horowitz talks about the AIDS during the initial epidemic in his book “Radical Son”. The health authorities knew very well what it was caused by, but the politics in places like San Francisco made it completely impossible to deal with. It was a hygiene issue, if you will - hundreds or thousands of anonhmous homosexual encounters on a yearly basis. Any efforts to stem the spread were met with howls of outrage and they backed down.
They had some weird notion that catching and spreading venereal disease, was a fight against “sexual fascism” or somesuch twaddle.
And at the same time, they blamed Ronald Reagan for “not doing anything”, and demanding a vaccine, and the government wasn’t spending enough money. The entire thing was completely insane. They insisted or denied simultaneously for quite some time that buggery had anything to do with it at all.

Regarding bias, based upon typical treatment of media, what you think the reaction would be if a consensual Christian practice - let's say the Lord's supper - was shown to be responsible for up to 81% of new HIV cases aged 13 and older among men - - despite only representing approximately 4% of the male population - and 92% of new HIV among youth, and (historically) a greatly increased incidence of other infectious diseases and premature death (all of which is documented by CDC stats?
God made man and women distinctively different yet uniquely compatible and complementary, and only joined them together in marriage - as the Lord Jesus Himself specified (Mt. 19:4–6) - and Scripture only condemns homosexual relations wherever they are manifestly dealt with, by design and decree, precept and in principle.
And homosexual relations have been tragically primarily responsible for close to 80% of new HIV cases among men and close to750,000 American deaths, even though such is not even the decisive reason why homosexual relations are wrong.
Yet there is still room at the cross for all who will come to God in repentance and faith, and trust in the Divine Son of God sent by the Father, the risen Lord Jesus, to save them on His account, by His sinless shed blood, and thus be baptized and live for Him. Acts 10:36-47
