There must be a reason the writer chose to not call him by the name he was always known as....WHY???
Because that is now his official title.
the article is terribly inconsistent
it refers to Charles as “the then-Prince of Wales” but does not refer to Andrew as “the then-Prince of York” or “the then-Prince Andrew”
If you refer to Andrew as Mountbatten Windsor then you should refer to Charles as King even though the events occurred before he became King.
I vote for using “the then-Prince of York” throughout

The King stripped him of all titles including Prince. The Royal statement declares that he is now a private citizen and will be called Mr Andrew Mountbatten Windsor.
Because he is not Prince Andrew any longer. He is Andrew Mountbatten-Windsor. It is proper AP style to refer to him as Mr M-W or just M-W.
He is no longer “special.” (Not that he ever was.). Now is just another rich jerk.
