After three and a half years, President Vladimir Putin is having to lean more and more on ordinary Russians to pay for his war in Ukraine.
The Russian Finance Ministry on Wednesday said it intends to raise value added tax by two percentage points to 22 percent, part of a three-year plan that aims to plug a rapidly expanding hole in public finances. VAT accounted for more than 15 percent of total government revenue last year.
After raising personal income taxes sharply at the start of the year, Putin had pledged there would be no more big changes to the tax system until 2030. However, central bank governor Elvira Nabiullina had warned at a press conference earlier this month that the widening budget deficit was the biggest risk to inflation, which according to official calculations is currently running at over 8 percent.
The Finance Ministry is not just raising tax rates. It’s proposing to bring far more small and medium-sized businesses into the tax net, reducing the annual revenue threshold for reporting to 10 million rubles ($120,000) from the current 60 million. It’s also introducing a 5 percent tax on gambling and a 25 percent income tax on bookmakers. The measures are “aimed primarily at financing defense and security,” the Ministry said in a statement. VAT on “socially significant goods” such as children's products, food and medicines will remain at 10 percent.

Russia is out of money—will soon face revolution as the Russian people revolt and march on the Kremlin and force Putin out. Troops will with draw from Ukraine and all lands taken will be liberated from Russian occupation. The Duma will select a new pro-America ruler, who will give lands to the New Ukraine to re-pay for war crimes. Zelenskyy will be hailed as Presiden-for-life as Crimea is renamed Tartaria and leased to the USN as a naval base. Russia is finished. This will happen when US sends in the Marines and army, and finishes off the Russian air force in a week. US-NATO war with Russian Federation will last only 29 days, with our boys hailed as liberators!

Just for curiosity, what additional things could the US/West do that would pour gasoline on the situation Rusdia is in financially? In addition to hammering their oil refineries and distillation centers relentlessly with drones?
Are Rusdian Rounle notes easy to counterfeit? Would it impact if certain areas were flooded with such notes?
....and Ukraine has no functioning economy after receiving $350 billion from the US. Trump said of bombed out cities in Ukraine, “That’s a 110 year reconstruction effort.”
Zelensky has told the West he’ll need $40 billion in ‘budgetary support’.
What ever Russia does or doesn’t do, I know Putin won’t demand we give him $40 billion in ‘budgetary support’ and over another billion in weapons.
If things are so dire, maybe he should do a “go fund me” tour like Zelensky. T

The Russian military could limit its buying to about two small refineries. It could protect these well.
The rest of the refineries would be 100% civilian use and not legitimate targets.

Ukraine had to be largely rebuilt after WW2. Many of the destroyed buildings were over 50 years old and exemplified Communist building quality.
