Critical infrastructure absolutely does exist. Texas learned the hard way during winter storm Uri that natural gas pumping stations whose prime movers are electric motors driven off the electric grid are critical infrastructure when those are the pumps moving the natural gas to fuel the turbine generators of the grid that also drive those gas pumps..
When they started to shed grid loads and those pumps were not put on critical infrastructure grids like hospitals and fire stations those pumps went down and took the gas grid down with them which then crashed the electric grid as the turbines were starved for fuel. One of the key points of the 100+ page report to the legislature was to make sure the gas pumps and other infrastructure was marked as critical need and thus protected from load shedding events and where really critical back up gas fueled generators be installed so even in a black out the gas in the pipe itself can lower the back up generators.
