There is a simple solution: avoid Hertz. And not just for this reason.

I always rent from Hertz and love it.... a little expensive but being a Gold member, picking up the car at the airport could not be any easier...used them in the middle of the lock down in Florida and they were great...

If Hertz is going to do this, then before you sign the papers & get the car, insist that it is pre-inspected with the same thing thing they use for post-inspection. That might slow things down a bit. If this is only Hertz...I guess there are other choices out there.

Decades ago I was a loyal Hertz customer but they screwed me too often so I went elsewhere. Plus they cost more!
Although, depending on the location (if any) you frequently use, Avis et al can be just as bad.
