Unable to provide ID, military officials called Border Patrol and the Mexican native was detained.

My take was that any military base or post would let a civilian turn around if they made a wrong turn by mistake.

They will but, they will want to see ID as they have to make a report on it.

Pretty much every gate I've seen has a turnaround, and yup, they don't ID you to use it.

My guess is that, despite being here 20 years, she still couldn't speak English and couldn't figure that out, and that's where they got her.
