It’s unpalatable
Per the Geneva conventions, if a combatant places military assets among civilians, or civilians around military assets, the fault for any civilian casualties is on that combatant, unless the civilian casualties are disproportionate, or the civilians themselves were targeted.
Period.
There are no “two wrongs” in such a case.
