Are Our Military allowed to have Live Ammunition on their person and in their weapons while they’re on Base/Duty or are they just carrying a firearm with empty/no magazines that are just a hammer or club ???
I’m not sure either way but having it and not locked and loaded is too late to the party. Rules of Engagement is the issue. That crap of “unless you are fired at, do not load and fire is bull💩. Our folks need to be ready for their safety. IMO

I would say they are probably Security Police/Forces.
Except for the military cops (or local LEOs allowed on for special cases), nobody else can carry (legally) on base...it was always a pet peeve of mine - but you can bet there’s always a few of them “illegal” weapons around...I used to have “personal” knowledge....and that’s all I’ll say on the matter.
The guards at the gate are most certainly armed. Inside, usually not. Weapons are always checked into an armory when not used in training. That is a very good rule.
