Given Biden's past history, there is a strong likelihood he is getting paid off for these pardons and commutations.

Congress can't reverse any of the pardons but they could impeach him for bribery. Of course it would have no practical effect but it would be a nice tit-for-tat for the second impeachment of Trump in 2021.
