Good stuff! But IMHO,

1. Paper ballots (you can always recount them)

2. The digital “Signature” for open source ballot scanning software should be derived from the code itself in real time, like a check digit. It’s the only way to tell if the code’s been altered. (Maybe that’s what you meant.)
