Tribunals are separate from the Uniform CODE of Military Justice or UCMJ. The UCMJ isn't for civilians except for those attached to such orgs. Tribunals adhere to mil law in process not form. No 'Court Martial' per se. The rules of evidence are different for military tribunals. Different than the rules for a UCMJ proceeding and way different than another federal court jurisdiction. Just one of the bigger differences.
