No, it's wrong and stupid. And police who will not investigate "minor" crimes should pay a price for the failure. The point is that our side has stated that there are NO CONSEQUENCES for thefts under $950. Which gives ammunition to the other side to "prove" us liars.
Just the facts, please. Thefts under $950 are treated as misdemeanors, when they should be considered felonies.
