11.3 has multiple meanings. I think the most of important of which is 11.3 in Law of War Manual.

I don't see it. A lot of things have to happen before one gets to 11.3.
Where\when does it apply to any "Q" drop ? When has it happened ?
The general practice of the United States has been to make the fact of occupation known by proclamation or similar notice78 In addition to giving notice to the inhabitants of occupied territory, notice may be given to other governments.79 In some cases, the U.N. Security Council has recognized the fact of occupation.80
11.3 END OF OCCUPATION AND DURATION OF GC OBLIGATIONS The status of belligerent occupation ends when the conditions for its application are no longer met. Certain GC obligations with respect to occupied territory continue for the duration of the occupation after the general close of military operations.
