Is this for digital safes or are combination locks ok?

The digital safes are the most vulnerable because safe manufacturers get them from other sources and have no control over what digital makers give police. Probably combos are the safest but they can be hacked. Most safes can be gotten into easily by the feds. Your best bet is to hide the safe in a false wall or something.

But I bet they have the combo it shipped with.
