It’s an ‘assessment’. Meaning it’s a view of the situation, as interpreted by one person.
But, an assessment is the total truth, if one is so disposed. Meanwhile, somebody else could come up with a different assessment, and that would also be the total truth, if one wants to view it that way.
The total truth will not be known until the war is over. Some assessment will turn out to have been right, others complete falsehoods or misinformed views or distortions of the facts.
