Like politicians and bureaucrats, they are obviously screw-ups....
....that can travel distances measured in light years at close-to-light-speed speed, withstand the acceleration and deceleration necessary get to and enter the Earth's atmosphere only to crash and not know how to repair their advanced technology.

My truck flips at that speed and it is generally indestructible.
John Paul Jones if resurrected would probably ask the same question of our current Navy.
But, one answer is: The more complexity, the more that can go wrong.
That said, a grain of salt still fits this bill.
