1. Objections are not allowed in ANY joint session of congress. That is an old rule. Point of order is allowed which Pence changed the point of order to an objection to officiate.

2. This was the order for 11 member from each party allowed to be seated on the floor announcement because of "covid"
Being seated on the floor for your vote to count is old rule.
